Diana Blank-Torres, Director

Diana Torres has been the Director of Economic Development for the City of Kyle since the creation of the Department in October 2005. During that time, the City of Kyle has become a very successful, leader in economic development. Since the creation of the Economic Development Department, Kyle has welcomed an exceptional amount of commercial activity, including the recent announcements of two separate developments that will be home to nearly 1 million sq. ft. of speculative industrial buildings within a mile of each other on the west side of IH-35. Under the direction of Torres, Kyle has also become a medical hub for state-of-the-art healthcare in Hays County.  Seton Medical Center Hays hospital opened its doors in 2009 and has brought with it a wave of medical facilities totaling over 1 million sq. ft. and providing over 2,300 medical related jobs.

Kyle has been recognized by the Texas Economic Development Council, as a finalist for the Community Economic Development Award, as the #1 Hot Spot for Commercial Development in the I-35 Corridor and given the New Development Award and the Economic Impact Award by the Austin Business Journal. Kyle has also been one of the fastest growing city in the State of Texas consistently since 2007, now home to a population that is eight times what it was in 2000.
Diana serves on ten local and regional Boards and Committees in addition to membership in several professional organizations.  Prior to her time in Kyle, Torres was the Director of Economic Development for the City of Cuero (2000-2005). She graduated with honors from the University of the Incarnate Word with a BA in Psychology, is a graduate of the University of Oklahoma Economic Development Institute and holds a certification as an Economic Development Finance Professional.



Victoria Vargas, Economic Development Specialist

Victoria Vargas joined  the Kyle Economic Development Department in January 2009. She is responsible for the daily operations of the Economic Development Department as well as responding to requests for Information from future prospects and answering questions on the current commercial developments around town.

Prior to her position in Kyle, Victoria worked for Wells Fargo as a Business Development Representative and Market Growth & Development Consultant.

Victoria earned her Bachelor of Arts degree from the University of Texas at El Paso and has completed the Basic Economic Development Course offered through Texas Engineering Extension Service (TEEX), facilitated by Texas Economic Development Council (TEDC).
