138-acre project breaks ground in Kyle's Plum Creek development

Construction has begun on the first phase of a 138-acre mixed-use project called The Brick and Mortar District in Kyle's 2,200-acre Plum Creek development, according to a May 19 news release.

The project, previously known as Uptown at Plum Creek, will eventually include 2,500 homes, 150,000 square feet of retail space, 250,000 square feet of office space, and 35 acres of public parks and trails.

The city of Kyle will invest $13 million in park and trail amenities for the project's first phase, and funding will be provided using tax revenue from the Uptown Tax Increment Reinvestment Zone No. 2.

“The Brick and Mortar District reflects our residents’ desire for balanced growth and our willingness to play an active role to ensure that new development helps us meet our long-term goals and needs as a community,” said city of Kyle Mayor Travis Mitchell in the release. “The city of Kyle and Momark [Development] are working hand-in-hand to deliver a unique place with profound public amenities that will draw residents, employers and visitors from South Austin to North San Antonio.”

The first phase of the project will include several aspects, including The Brick and Mortar Apartments, Heroes Memorial Park, La Verde at The Brick and Mortar District, and Cultural Trail.

The apartment component of the first phase will be a group of mixed-use buildings with 300 apartment units, 7,000 square feet of ground-level retail space, dining and coworking spaces, two resort-style pools, and an 8,000-square-foot wellness and fitness center.

Heroes Memorial Park will span 5 acres and will be dedicated to military service members, veterans and first responders. It will feature a pond, boardwalk, garden, water features and educational installations.

At the center of the district is the 1.6-acre La Verde park, which can accommodate up to 2,200 people. It will include a performance pavilion, market spaces, interactive water features, volleyball court, dog run and playground.

The Cultural Trail will be comprised of a shaded 1,200-foot pedestrian bike trail, which will eventually connect the memorial, La Verde and the district's main retail street. According to the the release, the first phase will include the first 400 feet of the trail.

“People want to connect physically and socially with their communities, and we want to design spaces that facilitate those connections,” said Momark Development President Terry Mitchell in the release.

In March 2022, two public parks, the initial segment of trail and first apartments and retail spaces are planned to open.

Future phases, expected to take roughly eight years to complete, include a 29-acre regional soccer complex and a hotel and convention center.

“The Brick and Mortar District will allow people to live more affordably in the center of everything, with shops, restaurants, work places and world-class parks just a short walk away," Mitchell said.
